10 Months After Bhoomi Puja, Multi-Level Car Parking Project Yet to Start

The failure of Belagavi City Corporation (BCC) and Belagavi Smart City Ltd. (BSCL) to set up a multi-level car parking facility in Belagavi City is stark. The BSCL, which initiated the much-needed multi-level car parking-cum-commercial development at Bapat Galli in Belagavi based on the Design, Build, Finance, Operate, and Transfer (DBFOT) model through a Public-Private Partnership (PPP) in September 2023, has yet to begin the work.

Though 10 months have passed since the ‘Bhoomi Puja,’ the company agreed to undertake the project and has shown no interest in starting the work. On September 11, 2023, the groundbreaking ceremony for the multi-level car park at Bapat Galli, Belagavi, was performed, alongside another ceremony for constructing the G+5 storey building intended to accommodate 120 cars.

The groundbreaking ceremony was attended by MLA Asif Sait, officials, and representatives of the contractor, BVG India Ltd. Despite being reminded multiple times by BSCL to apply for DPAR approval at Belagavi City Corporation to start the work, the contractor has not yet complied, according to sources.

The initial plan for a multi-level car park at this location was made in 2006. Since then, various reasons have delayed the construction. In 2017, a special grant under the Special 100 crore was made, and a tender was allotted to a Mumbai-based company, but the implementation of GST led the company to back out. This company had also applied to the forest department for cutting 17 trees in the area. In 2019, the ₹4.5 crore fund was transferred to AMRUT funds.

The lack of follow-up by local representatives has been a significant hurdle. No new parking spaces have been earmarked by the City Corporation.
